So, in the lobby, or under some options drop down, it says Chat Filter.

It opens a new window...and you can click enable, disable? Add your own custom words to it?

And remove words, as well as settings for it to not filter the whole word.

The filtering is done on the server side because it has to broadcast what was entered to everyone monitoring that table. You can't (and shouldn't) allow everyone to set their own chat filters, other than blocking particular players. That would be really inefficient. Plus that's your job as the admin to decide what is allowed on your own site.
