How do users change their Avatar image?

I can't seem to locate where a user changes their Avatar image, where in the UI can a user do this? Or is there a reason I don't see it in the User login area, is it something I missed that needs to be enabled?

I uploaded a set of new User Avatars but just can't seem to locate how a User changes it...

Lobby menu -> Account -> Change info

In the admin console make sure that is enabled:

System tab -> Account settings -> Allow account changes
