Kent, this manual ability to remove sitters has made many, and I stress the word many, players happy. I had to assign some co-admins to take care of the function when I was not around, so having it automated is a small blessing. Even though I would prefer to have the ability to choose the level in which the system clears the sitters, I can happily live with it restricted to the end of the first level.

Assigning a kick-sitters level would be better for us too. Our live leagues usually do it at the first break.
If it must be a preset level, I would prefer to see it set for the first break rather than end of the first level. But that's just because it would work best for me. I don't know what might work best for others. Flexibility, I'm guessing.

Not every tournament has breaks. Single table tourneys almost never do. I implemented the Absolute Poker method. In the freeroll I tested it on there, I was booted at the 8-minute mark because that tourney had 8-minute levels. If someone hasn't shown up by the 2nd level, they probably aren't going to at all. If you're breaking every hour, that lets way too many chips bleed off those stacks and pollute the tournament with chips that shouldn't be there. Plus that pretty much negates the whole purpose of it anyway, i.e., not to annoy the people that did show up. In a special situation where you know someone will be a couple minutes late you could always pause the tournament since that freezes the level clock too.
