Would launching a second installation of the Gold license on my personal machine solely for testing be allowed with the same key I use for my production server? I haven't gone ahead and tested if the system lets me do so just in case it takes my prod server down but keeps my test server running instead.

Yes, you can re-use your key on a local server purely for testing purposes. I'd suggest putting the word "Test" in the Site Name in case I run across it during a license key audit.
