Yes. The late penalty has no effect on rebuys.

Re Bonus ticket - Clarification.
Tournament starts with 25,000 in chips
And lets say I have a Bonus 500 in play.
Will the person with the the Bonus 500 start with 25,500 or will they still start with 25,000?
I suspect the later and if so when does the 500 kick in? and is it done automatically?

Their starting stack will be truncated down to the 25K max.

In that particular case it never kicks in and the ticket was wasted. Don't set a Starting Stack value anywhere near 25K if you're going to use bonus tickets.

As always thanks for the quick response.
Couple of follow up questions if I may.
So if I start a stack of 20,000 and there is a bonus ticket of 2,500.
They would automatically start with 22,500?
Or do they did to do something manual to claim the extra 2,500?
2nd Question - I know you have likely answered before.
When will there be an option in tournaments to have more than a starting limit of 25,000
Having a high limit will play in nice with the use of the bonus ticket.
I would like to mimic my home game live tournament but can't with the cap of 25K in chips.
Thoughts?

Yes it's automatic.

I have no plans to increase that. What matters is the ratio of starting chips to the starting big blind. A normal tournament is typically a 75 to 1 ratio and a deep stack might be 150 to 1. With 1/2 blinds and a 25K stack, you get a 12500 to 1 ratio. That tournament should run for days, not just hours.
