I was able to set up the software on a VPS and it is listed in the Private Server directory but when anyone tries to log in, they get the following:

This site can’t be reached208.117.82.19 took too long to respond.
Try:

Checking the connection
Checking the proxy and the firewall
Running Windows Network Diagnostics
ERR_CONNECTION_TIMED_OUT

Did I miss something in the settings?

Most likely you just need to add the program file (PMServer.exe) to the Windows Firewall "Allow" list.
